National Journal profiles councilmember David Grosso, who has taken one of the most vocal stands for D.C. autonomy from the federal government.
He helped Mayor Vincent Gray fight for control of the city budget during the government shutdown and is now,
NJsays, turning his attention to the issue of whether D.C. can pass its own laws without Congressional approval.
"My argument would be that we should simply stop sending our bills up there for legislative approval," he told
NJ. "The mayor should sign them and then we should implement them."
